ASSISTANT BEAT OFFICERS, BUNGLOW WATCHERS,
THANADARS AND TECHNICAL ASSISTANTS
PARA – 1:
Applications are invited Online through the specified format to be made available on
WEBSITES (www.forest.ap.nic.in and www.apfdrt.org) between 17.02.2014 and
3.03.2014 for recruitment to the post of Forest Section Officer, Forest Beat Officer,
Asst. Beat Officer, Bunglow Watcher, Thanadar and Technical Assistant in A.P.
FOREST DEPARTMENT.
The desirous eligible Candidates may apply ONLINE after satisfying themselves with the
terms and conditions of this recruitment. The details of posts are as follows:-

IMPORTANT NOTE: Distribution of vacancies among roster points is subject to variation
and confirmation from the Unit Officer / Appointing authority and the same shall be final.
NOTE:
1. THE APPLICANTS ARE REQUIRED TO GO THROUGH CAREFULLY THE ELIGIBILITY
CRITERIA AND DECIDE THEMSELVES AS PER THEIR ELIGIBITY FOR THIS
RECRUITMENT BEFORE APPLYING AND ENTER THE PARTICULARS COMPLETELY
ONLINE. ALL CANDIATES HAVE TO PAY Rs.300/- (RUPEES THREE HUNDRED
ONLY ) TOWARDS APPLICATION, PROCESSING AND EXAMINATION FEE FOR EACH
CATEGORY OF POSTS. THE CANDIDATES BELONG TO SC AND ST CATEGORY HAVE
TO PAY 50% OF THE FEE PRESCRIBED (RS.150/- ONLY) FOR EACH CATEGORY OF
POST TO WHICH THEY ARE APPLYING.
2. THE PAYMENT OF PRESCRIBED FEE CAN BE DONE ONLINE THROUGH CREDIT CARD
/DEBIT CARD FACILITATED IN THE WEBSITE OR THE CANDIDATES CAN GO TO
MEE-SEVA/ APONLINE CENTRES AND MAKE THE PAYMENTS AFTER FURNISHING
DETAILS OF NAME, COMMUNITY, EDUCATIONAL QUALIFICATION AND PHYSICAL
MEASUREMENTS.
3. THE CANDIDATES ARE REQUESTED TO CAREFULLY GO THROUGH THE
ANNEXURE SHOWING THE DETAILS OF POSTS AVAILABLE CATEGORY WISE
AND DISTRICT WISE. THEY SHALL APPLY TO THE POSTS ONLY WHERE THE
POSTS ARE SHOWN AS AVAILABLE IN THE ANNEXURE. EVEN IF THE
CANDIDATES APPLY FOR A CATEGORY OF POST IN A DISTRICT WHERE THE
POST IS NOT AVAILABLE, THEIR APPLICATION WILL NOT BE CONSIDERED
FOR SCRUTINY AND NO HALL TICKET WILL BE ISSUED.
4. THE FEE ONCE PAID TOWARDS THE IN-ELIGIBLE APPLICATIONS IF ANY
SHALL NOT BE REFUNDED OR SHALL NOT BE TRANSFERRED.
5. 2.03.2014 is the last date for payment of fee and 3.3.2014 is the last date
for uploading the personal data along with required documents.

6. APPLICANT MUST COMPULSORILY FILL-UP ALL RELEVANT COLUMNS OF
APPLICATION AND SUBMIT APPLICATION THROUGH WEBSITE ONLY. THE
PARTICULARS MADE AVAILABLE IN THE WEBSITE SHALL BE PROCESSED THROUGH
COMPUTER AND THE ELIGIBILITY DECIDED IN TERMS OF NOTIFICATION AND
CONFIRMED ACCORDINGLY.
7. THE APPLICATIONS RECEIVED ONLINE IN THE PRESCRIBED PROFORMA AVAILABLE
IN THE WEBSITE AND BEFORE THE DUE DATE PRESCRIBED SHALL ONLY BE
CONSIDERED AND THE FOREST DEPARTMENT WILL NOT BE HELD RESPONSIBLE
FOR ANY KIND OF DISCREPANCY.
8. APPLICANTS MUST COMPULSORILY UPLOAD HIS/HER OWN SCANNED PHOTO AND
SIGNATURE THROUGH Jpg FORMAT ALONG WITH THE OTHER DOCUMENTS
PRESCRIBED.
9. THE APPLICANTS SHOULD NOT FURNISH ANY PARTICUALRS THAT ARE FALSE,
TAMPERED, FABRICATED OR SUPPRESS ANY MATERIAL INFORMATION WHILE
MAKING AN APPLICATION THROUGH WEBSITE.
10. HAND WRITTEN/TYPED/PHOTOSTAT COPIES/PRINTED APPLICATION
FORM WILL NOT BE ENTERTAINED AND WILL NOT BE INCLUDED FOR
ADMISSION FOR SELECTION PROCESS.
11. ALL THE ESSENTIAL CERTIFICATES ISSUED BY THE COMPETENT AUTHOURITY
SHALL COMPULSORILY BE KEPT WITH THE APPLICANTS TO PRODUCE AS AND WHEN
REQUIRED, ON THE DAY OF VERIFICATION ITSELF FOR VERIFICATION. IF
CANDIDATES FAIL TO PRODUCE THE SAME, THE CANDIATURE SHALL BE REJECTED /

PARA-2 EDUCATIONAL QUALIFICATIONS:-
Applicants must possess the qualifications from a recognized University as detailed below or
equivalent thereto, subject to various specifications in the relevant service rules and as
intended by the FOREST DEPARTMENT as on the date of notification.

PARA-3: AGE:
(a): AGE FOR THE POSTS OF FOREST SECTION OFFICER / FOREST BEAT OFFICER /
ASSISTANT BEAT OFFICER / BUNGLOW WATCHER / THANADAR : Minimum 18 years
& Maximum 30 years as on 01.07.2014. The upper age limit for the candidate belonging to
SC / ST and BC candidates is 35 years as on 01.07.2014.
(b): AGE FOR THE POSTS OF TECHNICAL ASSISTANT: Minimum 18 years & Maximum
36 years as on 01.07.2014. The upper age limit for the candidate belonging to SC / ST and
BC candidates is 41 years as on 01.07.2014.
Para-4 A. METHOD OF SELECTION for Forest Section Officer/Forest Beat
Officer/Assistant Beat Officer/Bunglow Watcher/ Thanadar:
1. Physical Measurements : CANDIATES MUST OBTAIN PHYSICAL MEASUREMENT
CERTIFICATE ISSUED BY MEDICAL OFFICER NOT BELOW THE RANK OF CIVIL ASSISTANT
SURGEON, AND SHOULD UPLOAD ALONG WITH THE APPLICATION FORM. THE
CERTIFICATE MUST BE FURNISHED TO THE FOREST DEPARTMENT AT THE TIME OF
CERTIFICATE VERIFICATION.
No person will be allowed to write the examination without having the physical
measurements required.
Note: The following physical measurements are mandatory for the posts of Forest
Section Officer / Forest Beat Officer / Assistant Beat Officer / Bunglow Watcher /
Thanadar. (These measurements are not essential for the post of Technical
Assistant.)
No person shall be eligible for appointment by Direct Recruitment unless
For Men:
1. He is not less than 163 Cms in height.
2. He has 79 Cms around the Chest on expiration and must have on full inspiration an
Expansion of not less than 5 Cms and
For Women:
1. She is not less than 150 Cms in height
2. She has 74 Cms around the chest on expiration and must have on full inspiration an
expansion of not less than 5 Cms and
Provided further that in the case of candidates belonging to Scheduled Tribes and races
such as Gurkhas, Nepalese, Assamese, Meghalaya, Ladakh, Nagaland, Manipuri, Goutha,
Kashmir, Sikkimese, Bhutanese and Tripura, the minimum standard of height shall be as
follows:
Men: 158 Cms.
Women: 145 Cms.
ii) Written Examination:
Qualifying examination consisting of three (3)papers.
Paper I: Essay Writing in English or Telugu or Urdu. This examination will be of one(1) hour
duration and maximum marks of 20.
Paper II: General Knowledge .This examination will be of one and Half hour(90 min)
duration and maximum marks of 100.
Paper III: General Mathematics. This examination will be of one and Half hour (90 min)
duration and maximum marks of 100.
A minimum of 35% of marks in each paper with an aggregate of 40% in total is required to
qualify for the next step.

NB: Mere securing minimum qualifying marks does not vest any right for a candidate for
being considered for selection.
The appearance in all the papers at the Written Examination as per rules is compulsory.
Absence in any of the papers will automatically render his candidature as disqualified.
iii) Certificate Verification: Candidates have to produce Original documents and other
particulars on the day of verification date itself for verification as and when required
and called for. If candidate fails to produce the certificates in original, and the
particulars furnished in the Application do not tally with the Original documents produced by
the candidate, the candidature will be rejected /disqualified without any further
correspondence. As candidature for the recruitment is processed through

Computer/Electronic means based on the particulars furnished in the Application Form, the
candidate is advised to fill in all the relevant particulars carefully.
iV) Walking Test and Medical Examination: The candidates qualified in written
Examination and shortlisted ( in 1:2 Ratio )will be required to undergo a medical
Examination to be conducted by a Medical Board referred by the FOREST DEPARTMENT on
payment of fees as applicable and produce a certificate signed by the Medical Board in the
form prescribed by Article 49 of the Civil Service Regulation testifying that the candidate has
sound hearing and general physical fitness for out door work in the FOREST DEPARTMENT.
The physical measurements mentioned in the Medical Certificate shall conform with the
specifications prescribed for the post; failing which the candidature of applicant shall be
rejected.
The Eligible candidates shall be subjected to the test of walking. In case of male candidates,
a distance of 25Km walking is to be completed in 4 hours duration. In case of woman
candidates, a distance of 16km is to be completed in 4 hours duration.
NB: The final selection shall be done from amongst the persons who have qualified in
walking test and based on the marks secured in written examination i.e Essay writing,
General Knowledge and General Mathematics duly observing the roster points and the
bonus marks wherever applicable.
If the candidate has applied for more than one post and is found qualified
for more than one post, the selection shall be based on the preferences indicated
in the application form subject to availability of vacancies.
4.B)Method of Selection for the post of Technical Assistants:
 Written Examination: Qualifying examination consists of three papers.
Paper I: Examination in the subject of Draughtsman(Civil) Trade i.e., ITI or its equivalent
examination: This examination will be of Three(3) hours duration and maximum marks of
100.
Paper II: General Knowledge. This examination will be of one and Half hour (90 min)
duration and maximum marks of 50.
Paper III: General Mathematics: This examination will be of one and Half hour (90 min)
duration and maximum marks of 50.
 A minimum of 35% of marks in each paper with an aggregate of 40% in total is
required to qualify for the next step.

website.
NB: Mere securing minimum qualifying marks does not vest any right for a candidate for
being considered for selection.
 The appearance in all the papers at the Written Examination as per rules is

Para-5: Nature of Duties prescribed for each post is available in the website.
Para-6: Reservation to Local Candidates:
Reservation to the Local candidates is applicable as provided in the Rules and as
amended from time to time as in force on the date of notification. The candidates claiming
reservation as Local candidates should obtain the required Study certificates (from IV Class
to X Class or SSC) OR Residence Certificate in the Proforma, only for those candidates who
have not studied in any Educational Institutions as the case may be. The relevant
certificates may be got ready with authorized signature and kept with the candidates to
produce at the time of certificate verification as and when required.
DEFINITION OF LOCAL CANDIDATE:
(A) (i) “LOCAL CANDIDATE” means candidate for direct recruitment to any post in relation
to that Local areas where he/she has studied in Educational Institutions(s) for not less than
four consecutive academic years prior to and including the year in which he/she has resided
in that area which is claimed as his/her local area during the above said period.

i. In case Candidate does not fall within the scope of above then, if he/ she has studied
for a period of not less than seven years prior to and inclusive of the year in which
he/she has studied SSC or its equivalent, he/she will be regarded as local candidate
on the basis of the maximum period out of the said period of seven years AND where
the period of his/her study in two or more local areas or equal such local area where
he/she has studied last in such equal periods will be taken for determining the local
candidature. Similarly, if he/she has not studied during the above said period in any
Educational Institutions(s) the place of residence during the above period will be
taken into consideration and local candidature determined with reference to the
maximum period of residence or in the case of equal period where he/she has
resided last in such equal periods.
ii. If the claim for local candidature is based on study, the candidate is required to
produce a certificate from the Educational Institutions(s) where he/she has studied
during the said 4/7 years period. If, however, it is based on residence, a certificate
should be obtained from an officer of the Revenue Department not below the rank of
a Tahsildar in independent charge of a Mandal.
iii. If, however, a candidate has resided in more than one Mandal during the relevant
four /seven years period but within the same District, separate certificates from the
Mandal Revenue Officers exercising jurisdiction have to be obtained in respect of
different areas.
NOTE:
(A) Single certificate whether of study or residence would suffice for enabling the
candidate to apply as a “LOCAL CANDIDATE”.
(B). RESIDENCE CERTIFICATE WILL NOT BE ACCEPTED, IF A CANDIDATE HAS STUDIED
IN ANY EDUCATIONAL INSTITUTUION UPTO SSC OR EQUIVALENT EXAMINATION, SUCH
CANDIDATES HAVE TO PRODUCE STUDY CERTIFICATES INVARIABLY. THE CANDIDATES,
WHO ACQUIRED DEGREE FROM OPEN UNIVERSITIES WITHOUT STYDYING
SSC/MATRICULATION OR EQUIVALENT IN EDUCATIONAL INSTITUTIONS, HAVE TO SUBMIT
RESIDENCE CERTIFICATE ONLY. EDUCATIONAL INSTITUTUIONS MEANS A RECOGNIZED
INSTITUTION BY THE GOVERNMENT/UNIVERSITY/COMPETENT AUTHORITY.
(C) Candidates are advised to refer provision of the PRESIDENTIAL ORDER 1975 in this
regard.
DEFINITION OF LOCAL SCHEDULED TRIBE CANDIDATE:
Certain posts in category of FSO/FBO/ABO are exclusively reserved for Local Scheduled
Tribe candidates for the posts falling in scheduled Areas in the state as per G.O.Ms.No.93
Social Welfare FOREST DEPARTMENT Dt.22.04.1987. No other ST candidate is eligible for
these posts other than Local ST candidates. The Local ST candidate as per G.O.Ms.No.3,
Social Welfare (TW.EDN.II) Dept. Dt.10-1-2000 is defined as “The candidates belonging
to the Scheduled Tribes notified as such under article 342 of the constitution of
India and the candidates themselves or their parents have been continuously
residing in the scheduled areas of the Districts in which they are residents till to
date since the 26th January, 1950.” Therefore the ST candidates claiming LOCAL to the
scheduled Area shall invariably verify themselves with reference to above definition of Local
ST candidate and obtain a certificate issued by the Tahsildar in-charge of the Mandal to
which they are local and the same shall be uploaded and be produced at the time of
certificate verification. If the status of ST local candidate is found to be fraudulent or fake,
the candidature shall be summarily rejected.
Para – 7: HOW TO APPLY:
USER GUIDE IS AVAILABLE ON THE WEBSITE DULY EXPLAINING THE PROCEDURE TO
APPLY AND UPLOAD THE FORM.
i) The Applicants have to read the User Guide for Online Submission of
Applications and then proceed further.
ii) Hand Written /Typed / Photostat copies / outside printed Application
Form will not be accepted and will be rejected.
iii) For any clarification related to Online submission and downloading of

iv) Documents to be uploaded along with the application form:
(1) Candidate’s recent pass port size photo(Of max size-30 KB),
(2) Signature of the candidate(Of max. size -15 KB),
(3) SSC Marks memo(Age proof),
(4) Caste Certificate/Local ST Certificate(If applicable) and
(5) Physical Measurement Certificate obtained from the Medical Officer not
below the rank of Civil Assistant Surgeon (for the posts of
FSO/FBO/ABO/Bunglow Watcher/Thanadar).
NOTE:
1. The AP FOREST DEPARTMENT is not responsible, for any discrepancy in submitting
details through Online. The applicants are therefore, advised to strictly follow the
instructions and User guide in their interest.
2. The particulars furnished by the applicant in the Application Form will be taken as
final, and data entry processed, based on these particulars.
3. Candidates should, therefore, be very careful in Uploading / Submitting the
Application Form Online.
4. INCOMPLETE / INCORRECT APPLICATION FORM WILL BE SUMMARILY REJECTED.
THE INFORMATION IF ANY FURNISHED BY THE CANDIDATE SUBSEQUENTLY WILL
NOT BE ENTERTAINED BY THE FOREST DEPARTMENT UNDER ANY CIRCUMSTANCES.
APPLICANTS SHOULD BE CAREFUL IN FILLING-UP THE APPLICATION FORM AND
SUBMISSION. IF ANY LAPSE IS DETECTED DURING THE SCRUTINY, THE
CANDIDATURE WILL BE REJECTED EVEN THOUGH HE / SHE COMES THROUGH THE
FINAL STAGE OF RECRUITMENT PROCESS OR EVEN AT A LATER STAGE.
5. Before Uploading / Submission Application Form, the Candidates should be cautious
and ensure his / her eligibility for this prescribed written examination and other
tests. NO RELEVANT COLUMN OF THE APPLICATION FORM SHOULD BE LEFT BLANK,
OTHERWISE APPLICATION FORM WILL NOT BE ACCEPTED.
PARA-9: CENTRES FOR THE WRITTEN EXAMINATION:
1. Applicants should choose and indicate two preferences for the examination centres
from the given list. Centers once chosen shall be final. The FOREST DEPARTMENT
however reserves the right to allot candidates to any centre other than centre chosen
by the applicant or abolish a centre and / or to create a new centre for administrative
reasons.
2. The FOREST DEPARTMENT reserves the right to create centre (s) for examination and
also to call the Candidates for the test at any other centre.
3. The Dates for the written examinations for various categories of posts will be notified
through the website and in the newspapers. Tentatively the examination is scheduled
to be held during 1st week of April,2014
IMPORTANT PROVISIONS GOVERNING THE RECRUITMENT PROCESS:
1. Vacancies: The recruitment will be made to the vacancies notified only. There shall be
no waiting list as per G.O.Ms.No.81 General Administration (Ser.A) FOREST
DEPARTMENT, Dated 22.02.1997. In any case, no cognisance will be taken by FOREST
DEPARTMENT of any vacancies arising or reported after the completion of the selection
and recruitment process or the last date as decided by the FOREST DEPARTMENT as
far as this Notification is concerned, and these will be further dealt with as per G.O. &
Rule cited above.
2. The Recruitment will be processed as per this Notification and also as per the Rules
and Instructions issued by the Government and also as decided by the FOREST
DEPARTMENT from time to time in terms of respective Special Rules / Adhoc Rules
governing the Recruitment and G.O.Ms.No.88 Environment, Forests Science &
Technology (For.V) FOREST DEPARTMENT, dated:19-7-2000, G.O.Ms.No.12
Environment, Forests Science & Technology (For.V) FOREST DEPARTMENT,
dated:17/2/2012, and other related G.Os Rules etc., applicable in this regard.

3. Rules:- All are informed that the various conditions and criteria prescribed herein are
governed by the General Rules of A.P. State and Subordinate Service Rules, 1996 read
with the relevant Special Rules applicable to any particular service in the FOREST
DEPARTMENTs. Any guidelines or clarification is based on the said Rules, and in case of
any necessity, any matter will be processed as per the relevant General and Special
Rules as in force.
4. A candidate shall be disqualified for appointment, if he/she him/herself or through
relations or friends or any others has canvassed or endeavoured to enlist for his/her
candidature, extraneous support, whether from official or non-official sources for
appointment to this service.
5. Reservation for local candidates is applicable as per the provision of the Presidential
Order1975, G.O.Ms.No.674, G.A (SPF-A) Dept., dated:28.10.1975 read with
G.O.Ms.No.124, G.A. (SPF-A) FOREST DEPARTMENT, dated 07.03.2002.
6. The persons already in Government Service / Autonomous bodies / Government aided
institutions etc., whether in permanent or temporary capacity or as work charged
employees are however required to inform in writing, their Head of Office / FOREST
DEPARTMENT, that they have applied for this recruitment. No Objection Certificate
from the employer should be submitted at the time of Certificate verification.
7. Reservation and eligibility in terms of General Rule 22 & 22 (A) of A.P. State and
Subordinate Service Rules are applicable.
8. Reservation to Disabled persons is not applicable as per Special Rules for the posts of
Forest Section Officer, Forest Beat Officer, Assistant Beat Officer, Bunglow Watcher,
Thanadar. Reservation to Disabled persons is applicable as per Rules for the post of
Technical Assistant.
9. The Reservation to Women will apply as per General Rules and Special Rules.
10. Government have issued orders in G.O.Ms.No.3, Backward Classes Welfare (C-2)
FOREST DEPARTMENT dated 4/4/2006, laying down the criteria to determine Creamy
Layer among Backward Classes in order to exclude from the provisions of reservations.
Government of Andhra Pradesh has adopted all the criteria to determine the Creamy
Layer among Backward Classes as fixed by the Government of India. In view of the
Government orders, in G.O.Ms.No.3, Backward Classes Welfare (C-2) DEPARTMENT,
dated 4/4/2006, the candidates claiming as belong to Backward Classes have to
produce a Certificate regarding their exclusion from the Creamy Layer from the
competent authority (Tahasildar).The certificate excluding from Creamy Layer has to
be produced at an appropriate time. In case of failure to produce the same on day of
verification, the Candidature is rejected without further correspondence.
11. The Candidates who have obtained Degrees through Open Universities / Distance
Education mode are required to have recognition by the Distance Education Council,
IGNOU. Unless such Degrees had been recognised by the D.E.C they will not be
accepted for purpose of Educational Qualification. The onus in case of doubt, of Proof
of recognition by the D.E.C that their Degrees / Universities have been recognised,
rests with the Candidate.
PART-12: FOREST DEPARTMENT’S DECISION TO BE FINAL:
The decision of the FOREST DEPARTMENT in all aspects and all respects pertaining to the
application and its acceptance or rejection as the case may be, conduct of examination and
at all consequent stages culminating in the selection or otherwise of any candidate shall be
final in all respects and binding on all concerned, under the powers vested with it under
Article 315 and 320 of the Constitution of India. FOREST DEPARTMENT also reserves its
right to alter and modify regarding time and conditions laid down in the notification for
conducting the various stages up to selection, duly intimating details thereof to all
concerned, as warranted by any unforeseen circumstances arising during the course of this
process, or as deemed necessary by the Forest Department at any stage.
